You need to get a fuelline disconnect tool. They are sold in a set with different sizes . The set costs under $20. You can buy them at any auto parts store.

your filter should have one side that uses two wrenches and the second side that has a white plastic retainer known as a quick disconnect pinch the two tabs and pull the line back. the tabs stay on the filter not the line.
There may be a fuelpump relay in one of the underhood fuseboxes. You can try some searches for 1988 F150 fusebox diagrams to find the location of the relay. The reset of the inertia sensor (safety switch) was a good try but if the fuel pump relay is bad, there will be nothing to reset because there will be no power. There can also be a crankshaft sensor which needs to generate a signal to tell the fuelpump to run.
You will need to replace the fuel sending unit. This is located inside the fuel tank and usually is part of the fuel pump assembly. Try to run your vehicle to a very low fuel level before taking the tank out. Ford is well known for the plastic fuel line connectors that break easy. Pull the white tab out of the line connector and then pull the fuel filter loose. The other lines will require the special tool that raps around the line and when pushed in, will release the round spring that is holding the line on. Have fun.
The fuel filter
is mounted on top of the fuel tank by 1 10 mm bolt. Remove this bolt
(Spray some WD-40 on it first, so it won't break on removal). Then,
squeeze together the plastic tabs at the ends of the fuel lines and pull
the line(s) off. REMEMBER, THE FUEL IS UNDER HIGH PRESSURE AND WILL
SPRAY WHEN YOU REMOVE THE LINES!!! KEEP ALL DROP LIGHTS AWAY FROM UNDER
THE VEHICLE!!! You'll loose a couple cups full of fuel, be prepared!!.
Also, when installing the new filter, put some motor oil on the lines
prior to sliding the new fuel lines into place. This will prevent damage
to the O-ring(s) in the new filter lines. Make sure the plastic tabs
"snap" into place, try pulling on the filter line to make sure the
clip(s) are engaged. And as Curious stated, you'll need to know the
wheelbase of your van to get the proper filter.
sounds like the fuel pump or filter needs replaced. pull out line off filter underneath and turn key. if fuel comes out slow try replacing filter and trying again. if pressure is still low fuelpump is bad or a blown fuse or bad relay.
look under car ,under driverside door.you should see a round canister with fuel line going in one side and fuel line coming out the otherside.thats the fuel filter.if it has plastic tabs on each end of the fuel lines, just pull the plastic tabs out and that will release your fuel lines to replace the filter.but if they are the other retainers you'll need a fuel line tool to push up into the recess on fuel line at filter to release those fuel lines .the tool can be purchased at auto zone,advanced automotive,nappa,pep boys.most likely the same place where you're getting the new fuel filter. hope this helps!!
with a smal screw driver there is a small plastic tab that you insert scewdriver under tab and fuel line lift tab and pull apart gas line. wacth there is gas tath gone come out protect your self and wear glass
