I had the same problem with my Mr Coffee ISX23. I took it apart and found a little chunk of something was stuck in an in-line check valve from the fresh water reservoir to the heater thingee. After disconnnecting the hose from both ends it slid out of the hose I pulled the little black (maybe rubber) thing out and reassembled it. Works great. Be sure to replace the check valve oriented the right way. I tested this by blowing on it.
This was the same problem I had with my Mr. Coffee JWX31. I little piece (1/2" x 1/2") of paper towel was enough to clog the inline valve. The coffee maker would mostly produce steam, would take forever to finish the brew cycle, and coffee was awful. Removing the base took a little work, since 2 or the 6 screws are hex "security" screws. Remember the direction of the valve when removing it from the rubber intake hose, it won't work backwards. Now my machine is good as new.

This, at least for me, is a sign of hard water build up. Put a clean filter in the coffee basket, add 1/4 cup of CLR, tot eh water tank, this is a calcium cleaner available at most hardware stores or Walmart in the plumbing section, Fill the water tank the rest of the way to it's maximum level and let it sit for 5 minutes then cycle the system as if you were brewing a pot. After it has completed it's cycle turn it off to cool and dump the water from the pot and refill after rinsing the pot out and replacing the filter. Cycle the brewer again as if making a pot of coffee. You will want to do this 2 to 3 times to rinse it completely. This should solve you problem. Make sure you have thoroughly cleaned the system and emptied it of all water that may have mixed with the CLR before making coffee.
