I tried new PSU with no fixes, still having flickering green led on motherboard
Any suggestions, Would it be the motherboard and if so, how much cost am

If you are comfortable working on the PC, as a technician I would first remove the motherboard from the case and test it outside of it. This is to verify that it is not shorting by touching something such as a screw inside of the case. You can try to fire it up connecting only the motherboard, RAM , and hard drive.....if you are not I would take it to a computer repair service......it definitly sounds like a bad motherboard.
Depending on the model of the motherboard , you are prob. looking in the area of $150.00-$250.00
