There are many things that might cause your PC or any application in your PC like outlook express to run slowly or freeze or even restart at time and then. It could be a fragmented disk, fragmented registry; a virus, Trojan, or spy ware; high CPU and/or utilization due to too many programs running; high disk I/O; caused by an infection.

To check your CPU and memory utilization, run Task Manager. You can start Task Manager by pressing CTRL+ALT+DEL and then clicking on the Task Manager Button. In Task manager, click on the Performance tab and check CPU Usage and PF Usage. PF Usage is an indicator of memory usage. If one or both of these is high, click on the Processes tab, and sort the columns by CPU or Memory to see what processes are consuming the resource. If you are not sure what the process "Image name" is for, Google the name and you should find what the process is for.

If your CPU and memory usage are reasonable, then you may have a different issue. Even if you running anti-virus software, it may be beneficial to scan your PC with another scanner to check for viruses. No anti-virus software is 100% perfect at catching everything. If you have Windows
Left-click START or the round blue Windows icon at bottom left of screen.
Or press the Windows key at bottom row of keyboard.
Left-click the white right-arrow symbol next to "Shut down".
This drops down a choice menu.

Are you sure you are not too fast or impatient for it. Sometimes after doing updates it might take awhile to get past the Windows is shutting down...

Give it some time and see what happens. If after 15 minutes it is still there, press and hold the Power Button until it shuts off then Reboot. Try shutting down again and see if it hangs.

If you are under MS Windows XP, and after you shut down the machine it hangs at the screen stating "It is now safe to turn off your computer" than this may fix your problem:

This issue arrises when you have a computer that supports Advanced Power Management (APM). By default APM is not enabled in Windows. If the BIOS on yoursystem is set for APM, and you upgrade to Windows XP, you will receive the "It is now safe to turn off your computer" message when you shutdown at which point the computer stops responding.

To fix this issue:

  1. Click Start, and then click Control Panel.
  2. In Control Panel, click Performance and Maintenance, and then click Power Options.
  3. Click the APM tab.
  4. Check to select the Enable Advanced Power Management Support check box, and then click OK.

I just bought a sony VIAIO today and dont knoiw hoiw to shut it down

1. Normal shutdown: select Start - Shut Down - Shut Down

2. System hangs: select Alt-Ctrl-Del and then Shutdown

3. If #2 doesn't work - hold the power button until the screen is dark

On a software restart, the system shuts down but fails to restart

This generally happens when you've got a problem with your Windows installation. I'll spare you the technical details, but the fix is pretty easy.

Put your Windows disk in the CD Rom, and reboot your computer.

When it restarts, and goes into the Windows installation, choose the "Repair" option, and follow the onscreen steps.

This fixes the issue 99% of the time.

Can't shutdown my pc

Jamesangus,
Hold the power button down for 10 seconds or a little more and if that doesn't shut it off? Disconnect the power cord. Either of these methods should only be used as a last resort in the order posted.
