Based on your comments, it sounds like spyware or possibly virus infection. Try AVG free for viruses [ http://free.grisoft.com ] and Spybot for anti-spyware [ http://www.spybot.com ]
Be aware that if you do have spyware and/or viruses, removing the bugs doesn't remove the damage. You may need to reinstall Windows at some point if the problem persists.
