I recieved a used printer from a gentleman and he had a bunch of fax numbers previously stored in its memory, how can I clear them?

Menu 2, 5, 1
Set fwd/page/store to *OFF
It will then ask if you want to delete all faxes in memory. Say yes.

Here are a few possibilities:
Does it still say "FAX" on the display? If it says "TEL" it won't answer the phone. Changing it is just a matter of pressing the MODE button, which cycles through four settings. FAX is for dedicated fax lines. If you share the line with a phone, check your manual for info about the other two settings.
In your menu settings is a place where you can set the number of rings before answering. If it's set too high, the sending machine will give up while your machine is still waiting for that 9th ring. I know you wrote that nobody's messed with it, but it's worth checking.
A glitch in the memory may be disabling reception. We can reset it in the Maintenance Mode:
From the Ready state, press these buttons in rapid succession:
Menu
* [the star on the phone dial]
2
8
6
4
If you did all that in under 2 seconds, the display will show MAINTENANCE. If you were too slow, you'll just be in the menus somewhere. Press Stop and try it again. You have to ignore all the error beeps while you do this; it's designed to be nearly impossible to do accidentally.
Once you have MAINTENANCE on the display, simply touch 91 and wait. The machine will clear all its memory, except your stored phone numbers. In a few seconds it will return to MAINTENANCE. Press 99 to exit the mode. The machine will go through it's entire start-up, as if you'd just plugged it in.
You don't need to use another fax for initial testing. Call it from another phone - even a cellphone - and see if it answers. If it squeals horribly in your ear, you've probably fixed it. Now try faxing to it.
If that function 91 didn't help, try something harsher. Go through the same routine above to enter Maintenance Mode, then, instead of touching 91, touch 01. That will clear all memory to the sate where it was when you first unboxed it.
If nothing above helps, it almost certainly needs a new Main Board. Replacing that on a non-warranty machine may not be worth it, but use Brother's website to find your nearest servicer and find out.
