2215 rom update issue, serial/usb screen

Hi,
Was trying to do the rom update on the 2215 ipaq my wife JUST got, and after it did the 10 minute test it ONLY comes up with a serial/usb screen depending on if i have the usb plugged in or not. I've tried a hard reset several times and soft resets and nothing but that screen comes up.. help?
I downloaded the newest rom from the hp website under 2215 ipaq.. It never got to the part of updating the rom itself, it was only doing the test..
