Possibly the charger itself is bad and only operating as a electrical connection/power cord for your camera. Try borrowing or buying another charger or take the camera to a local camera repair center or Best Buy, etc or contact customer service for your camera's manufacturer.
Hope this helps. Mike
When the charger is plugged in , it automatically disconnects power from the controls while the batteries charge. Once the batteries are charged and the charger is disconnected then the lights will work.
Yes to the first and why bother to the second. You can charge the battery outside the camera using a BC-10L charger or equivalent. One such charger is available here.
The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program such as Picasa.

Consider NOT connecting your camera to your computer. The camera does not contain any charging circuitry and will not charge the battery when connected via the USB cable. In fact connecting via USB actually drains the battery faster because the camera has to communicate with the computer (even if only to say it has nothing to say).
The camera comes with a separate MH-63 charger. Take the battery out of the camera, put it into the charger, and plug the charger into a wall outlet. Once the battery is charged, you can put it into the camera and try connecting it to the computer.
Better yet, don't connect it to the computer. Use the supplied battery charger. Remove the battery from the camera, put it into the charger, and plug the charger into a power outlet.
Connect the camera via a USB cord to a powered USB outlet. Be aware that not all computer USB ports put out enough current to charge the battery. You might want to consider a cell phone charger that plugs into a power outlet.
I got this camera from my friend's daughter. She told me she only used it a few times and won't charge. At first, I tried to charge it thru the USB port, got a brief green light then 3 red blinks just like others. So, I tried to charge it thru a powered USB hub and it charges. Once it fully charged, I took some pictures and tried to charge it again thru a regular USB (not the powered USB hub I used earlier) and it is charging right now. This is also true for a certain cell phones. If you let the battery drained its power completely all the way, you must charge it with a high current charger to wake up the battery before you can charge thru USB port.
