I have the same problem, just change your Windows version, I used Windows 7 Sp1 then it works, previuosly i was trying to download Windows 7 (with no service pack) and the machine keeps restarting,

In the Dell Webcam Manager, click the Dell Webcam Center. 5. In the lower right-hand corner of the Dell Webcam Center window, click the drop-down arrow next to Audio Source and click Digital Mic (Realtek High Definition Audio) to enable the microphone.

Do you mean the desktop icon itself, or the taskbar icon?
If you just want the desktop icon back, navigate to "program files / logitech/ quickam" folder. Right click on the "quickcam" (it will have a pic of the eyeball camera). Click "create shortcut". Drag that shortcut icon to the desktop.
To make the the taskbar icon, make another shorcut, and drag it to the taskbar.
