It shouldn't be necessary to function, BUT, they are there to help keep stuff from getting jammed up, so be mindful and don't let shreds get stuffed in between. It will get compacted and really hard to get out.

Shredders get incredibly dirty with paper dust. There is also a lubricant that you are supposed to put on the blades. There is a basic guide here:

We need to purchase the part for our Fellows P45C paper shredder. We need to get the part that clears the paper from the blades. Where would we get this from?

You can order it from a dealer, such as me, or from Fellowes. My info is in the repair directory under Blair Business Machines

Fellowes PowerShred PS 40 with defective switch

Its just seated together with the gear/blades housing ,

make sure you didnt miss one screw, then pry and pull upward its just stuck as the gear housing and blades are pressed in and seat firmly making it seem like its stuck , over time all that paper goo is also binding it up .

Heres a few sites that have gears another that has manuals you may have to call or email as not all parts are listed on website

Unjamed, but jammed light remains on and won't shred

Most likely the PC board has gone bad. It will cost over 100.00 from fellowes.
