You doesn't say what application and OS versions you have, or if the printer is shared from a server or connected locally to a workstation. This is signifcant to solve the problem. Please clarify.
To make this work properly, all machines should have the HPGL driver and all drivers should have both the "Autorotate" "Inked Area" boxes ticked - both under General > Printing Preferences > Advanced AND under Advanced > Printing Defaults > Advanced.
Then you should create a paper size that is as wide as the media is wide, and longer than the longest/widest paper size you're ever going to print (6-10 feet long is OK!) - BOTH under Printing Preferences AND under Printing Defaults. This will ensure that every "odd" paper size (within media width limits) is printed without problems.
If the printer is installed on a server and shared, these settings should be done on the server - and the driver should be reinstalled on the workstations. If not, these chanvges should be done on each workstation that has access to the printer over the network.
When using older versions of AutoCAD you might have to reinstall the printer there as well for the changes to take effect.
Note: This solution has worked successfully over several years while working at HP support. The suggestion about the looong paper size may sound strange but it works!

If you are sure your cartridge is not leaking, ie a refilled unit then it sounds like your waste tank is full. This should be cleaned out when a service is done on the machine. Another problem could be the wiper on the black cartridge is not working. Bottom line if its not the cartridge you will need tech support to help.

Sometimes it's due to low fusing temperature. Certain papers need higher temps. Check the paper supplier or look in the printer setup menus and adjust the paper type to as close as possible to what you have.

Could be that the print head is touching the paper, but more likely that the print head is dirty. All you have to do is clean it. Here's how.
Run the cartridge print head cleaning utility. Some printers have a button on them that allows you to do this (consult your printer manual to see if this is an option for you). For printers that do not, do the following with your computer:
Click the START button
Click CONTROL PANEL
Double click on the PRINTERS AND FAXES folder
Right click on the icon for the printer you want to clean
Choose the SERVICES tab and click on SERVICE THIS DEVICE
Click on CLEAN THE PRINT CARTRIDGES
After doing this I would suggest printing a test page to see if it worked. In some cases you might have to run the utility twice.
You can also do a manual cleaning of the print head. You'll need filtered/bottled water and a cotton swab. After you have these things, remove the cartridge from your printer. Place it (on a piece of paper) with the print head facing up toward you (the copper colored part). Dampen your swab with the filtered water and then gently wipe the copper colored area with the swab. A word of CAUTION: Do not touch either the nozzle place (the gap in the center of the copper colored part), touching this can cause clogs and ink failure.
After cleaning, put the cartridge back in your printer and print a test page. Good luck!
