If the system is completely dead, (verify wall outlet is good, and power cable is not broke) my first suggestion would be to replace the power supply. They can be found online or a local computer shop for $25 -75.00
You want to match or exceed to wattage rating (don't replace a 300 watt with a 150).
You will want to get a replacement that has the same connectors that go to the main board.
Unplug connector and note 22-24 pins
If Your Processor is an Intel there should also be a 4 pin plug that also goes to motherboard
Most power supplies are held in by 4 screws on the back of the computer.
Here is a link that has more specific data on cables and connectors

Constant rebooting of a computer can be cause by alot of reason the most common for this is due to oevrheating, to check if this is a overheating problem try to open the case of the tower and put a electric fan in front of the tower to coll it down then power ON thecomputer and if it booted up fine with a electric fan blowing on the tower we're sure that you need to add some colling device on the computer tower, But if still do the same thing the problem here is the power supply unit it needs a replacement already....

No video

Try to check the light on the monitor. If it is amber, then check the video cable both from the back of the monitor and the tower. Try a known-good monitor. Check the diagnostic LEDS of the tower. There are four of them in the front panel. When the computer starts normally, the lights flash. After the computer starts, all four lights display solid green. If the computer malfunctions, the color and sequence of the lights identify the problem. If you have a solid green light on the tower, no beeps heard and no video, check the LEDS. If you get 2-4 light, a possible graphics card failure has occurred. If the computer has an external graphics card, open the tower, remove the card and put it back in. If still persist, try a known-good card. If it still does not resolve the problem, try reseating the memory cards. Remove and put it back in. If still no go. Then it's a motherboard problem.
