Yes it can. The material that todays belts are made of DO NOT like any foreign liquids contacting them with the exception of water. Once engine coolant gets on it, it's impossible to get it off. It will slip and squeel no matter how much you try to rinse it off. If you put anything on it other than water you will only make it worse and then it will start to Glaze onto the pulleys. The only fix is to fix your leak and replace the belt.

There should be a diagram somewhere under the hood usualy on top of the radiator support if not the owners manual should have it.
