If washer is turned off doeas water still come in? if so suspect fill valve if not suspect small hose from tank on left rear corner either plugged or crimped almost closed if hose cks ok suspect water level control

your fill switch is either bad or "gllitched" and the timer cannot move until this switch senses the right amount of water for the load unless its an electronically sensed water/load capacity filled machine,when it starts,the water fills the unit and the pressure switch shuts the water fill off when at selected water level and powers the timer to continue the wash cycle,it works off a "bellows" on air pressure to change a switch by air pressure to operate the machine when full of water

If it overflows from the tub then: This can either be a fault in the fill sense tube( small tube connected to the bottom on the outer tub from the sensor at or near the top of the washer housing ) becoming blocked or broken or a fault with the sensor itself. This is inside of the machine and the lower cabinet will have to be opened to see it.
There should be two screws along the lower front edge of the washer cabinet. Remove these and the front of the cabinet will lift out towards you at a 45 degree angle an then unlatch. Unplug from power before opening the cabinet.

It looks like that water level sensor needs to be replaced. Basked should never be filled with water. I suggest you to unplug the washer from the wall, turn off the water line to it. Don't try anything with it on your own. It can be very dangerous! Call the repair man.
FE means water is overflowing. Check pump filter. Check water level switch and hose. Also check that drain hose isn't too low causing it to refill itself continuously. In any case the drain pump should run for 4 minutes to try and eliminate the extra fill
