Well if those lights are on it means the modem is receiving power but there is no activity. Plug in the cords to the computer, install the software and see if the computer picks up the modem. If it doesn't then i would try resetting the modem and try it all again, if that fails i would call your service provider and ask for a new modem and send this one back.
