It's because one of your hardware/device cannot be worked. It's need to be fixed. So you have to bring your laptop to the store where you bought it. If you bought it at Trademe.co.nz or Amazon.com then ask that person where he bought from.

This is a known vista problem, you could also check

or:

To solve the issue, you have to edit the Windows Registry:

1. Click Start, then Run, type REGEDIT and click OK.
2. Locate and then remove the following registry values:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}\LowerFilters
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}\UpperFilters

3. Close Registry Editor.
4. Reboot the system for the changes to take effect.

What's the access code to activate bluetooth on laptop hp6530b?

If it asks for a code for the bluetooth it is the device pairing code, so if its a phone or something similar you enter the code on it and then on the PC.If its a headset or similar, the manual will tell you the pairing code for the item.

Code 10

If you run into the error "This device cannot start. Code 10? (often followed by a driver identifier, for example "This device cannot start. Code 10 in audio driver"), here is what it means.

The Windows error "This device cannot start. Code 10? or "This device cannot start. (Code 10)" is a hardware error that most commonly means that you have a bad, missing, or incompatible device driver. So, for example, "This device cannot start. Code 10 in audio driver" means that you have a bad or missing or incompatible driver for your sound card.

The technical explanation for this message, according to Microsoft, is this:

"If the device has a FailReasonString value in its hardware key, that string appears as the error message. The driver or enumerator puts this registry string value there. If there is no FailReasonString in the hardware key, you receive the following error message:

This device cannot start. (Code 10)"

What does that mean in plain English? It means that if the device which is throwing the error has added its own custom error text to your Windows system when the device was installed, then when the device encounters an error, you will see the custom error message specific to that device. But if it doesn't have its own custom error message, then Windows uses its own generic error message for devices, which is "This device cannot start. (Code 10)"

Microsoft recommends that when this happens, you click "Update Driver" to update the drivers for the device. You can also start the Windows troubleshooting wizard by going to the general properties tab of the device, and clicking on "Troubleshoot".

Before doing this, be sure that you have the correct and most up-to-date versions of the driver(s) for that device. You can also try uninstalling and reinstalling the device, using the disk which came with it.

Finally, you can go to the website of the device's manufacturer, and check their downloads or support section for current, up-to-date drivers.

I want to change the background of my dell inspirion mini 10

I will assume that you are runnung a Windows operating system.

Go to Start then Control Panel.

In XP click on Display Settings and then you will get a dialog box to change theme or wallpaper.
In Windows 7 select Appearance and Personalisation, and you will get similar options.

I don't know Vista, but the process is similar.

Hi, i have a toshiba L355 S7812 and just upgraded to 7 -- everything seems to work except for the built-in camera, and i cant find a driver/program for it....the toshiba program from vista doesnt work....

If the Vista Driver Doesnt Work, You Will need to search out a Driver from Different Make/Model... OR install software such as Driver Genius or similar to Install the correct driver for you...Or... try uninstalling and rebooting..

1) Bring up the device manager. You do that by clicking on Start button and then type 'Device Manager' in the search box. Select the "Device Manager" in the list.
2) In the list of devices, you will see "Chicony USB 2.0 Camera" with yellow bang on it. You will see either code 19 or code 1 as error codes.
3) Right click on the device and then select "Uninstall".
4) In the uninstall dialog, make sure you select the option to delete the driver package from the system. This causes the driver package installed earlier to be deleted.
5) Then in the Action menu of Device manager, select Scan for Hardware changes option. This will cause the device driver to be reinstalled.

Optiarc DVD RW AD-7561A This device cannot start. (Code 10)

I beleive that this code is being displayed under the Device Status in the Properties window of the DVD Drive in Device Manager.
If it is so, you need to do some modifications with the Registry to resolve the issue and I am sure that the issue will be resolved with this.
However, since you had not specified the Operating System which is installed in the Notebook is Vista or XP.
However, I am providing the links which includes the steps for both Vista and XP to edit the registry to resolve the issue with Error Code 10 with the DVD Drive in your Notebook.
Removing Upper and Lower Filter in XP :
http://support.microsoft.com/kb/314060

You need to perform the steps listed under Advanced Troubleshooting to delete the Upper and Lower filters.

Removing Upper and Lower Filter in Vista :
http://support.microsoft.com/kb/929461/en-us
You need to perform the steps listed under Resolution in the link above.
You may not find both the Upper and Lower filters according to the instructions links provided above.
Delete the ones among the Upper filter or Lower filter or both which you find in the locations mentioned.
This should solve the issue...

Cd drive does not work

Hi, the error code that you have is a known issue from Microsoft that needs a registry tweaks. Error code means "This device cannot start. (Code 10)" . You can click on this link for your reference http://support.microsoft.com/kb/929461/en-us

To resolve this problem, remove the affected filter drivers. To do this, follow these steps:1. Click Start, type regedit in the Start Search box, and then click regedit in the Programs list.
If you are prompted for an administrator password or confirmation, type your password, or click Continue.
2. Locate, and then click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
Caution There can be many instances of the registry subkey that is mentioned in step 2. You must make sure that you are in the appropriate registry subkey before modifying the UpperFilters and the LowerFilters values. To verify that you are in the appropriate registry subkey, make sure that the Default data value is DVD/CD-ROM and the Class data value is CDROM.
3. In the right pane, right-click UpperFilters, and then click Delete.
4. Click Yes to confirm the removal of the UpperFilters registry entry.
5. In the right pane, right-click LowerFilters, and then click Delete.
6. Click Yes to confirm the removal of the LowerFilters registry entry.
7. Exit Registry Editor, and then restart the computer.

This will surely help you resolve your issue. Good Luck!!!

Thanks

Cd-dvd rom error code 10. failed to start

Hi,

I had similar problems with my HP computer and i found either uninstall it through device manager the reinstalling it through new hardware wizaed in control panel. Or if that doesnt work try opening your laptop up and unplugging/removing the drive itself and restarting the laptop then turn it off again and put the drive back in the computer should then register it as a new device and reinstall it. that second option worked for my drive so it should hopefully work for yours

God Bless

My webcam device cannot start

in most cases the control panel is the best place to activate hardware and software.
If its a built in camera like my acer extensa it came with a program call crystal eye cam.
If you have a similar program then merely play with the settings
but you may have lost your webcam software in which case look for your webcam installation software on net.
hope this helps, theres nothing worse when things just dont work.
Regards Clapster
