There is a leak around the top of my GE washer. I had just shut all the water off to put in a new shutoff valve over the weekend and possible some junk got pushed through the pipes when I tuned it back on.

Yes, you have to shut off the gas going to the water heater. There should be an inline shutoff around it. Otherwise your going to be leaking a lot of gas which is very dangerous.
Sounds like the washer in the shutoff at the wall has failed and is partially blocking the fill pipe. Some rubber from it may have gotten into the toilet valve internally. With the wall valve closed, try to remove the connection pipe to the toilet. If you can do it without water continuing to flow out of the wall shut off...then remove the pipe from the wall shut off. Flush the toilet. Now, apply air pressure to the rubber hose the goes into the overflow pipe. That may clear the valve in the tank and solve both problems. If you cannot stop the water at the wall shut off, close the water valve feeding the house. Remove static water pressure by opening the cold water a the kitchen sink faucet. Now you can open the wall shutoff valve and replace the washer and clean it out....
First off unplug washer. Turn water off hot and cold. Disconnect water lines from valve. Remove screws from top panel on washer then slide top panel off. Remove connections on valve. Make mental note for what goes where. ;) Remove valve. Install new valve. Connect wires. Put panel back on and screws back in. Connect water lines hot for hot and cold for cold. Turn water on and check for leaks around connections. Plug washer in. Run a load! Hope this helps.
Anti-siphon valves prevent water from siphoning back into the water
supply. Also known as vacuum breakers, anti-siphon valves are used on
washing machines, faucets, toilets, sprinklers and other water sources. A
leak on an anti-siphon valve can cause deterioration of the appliance's
external components and damage the flooring material underneath the
washing machine. Therefore, a leaking anti-siphon valve should be
attended to as soon as possible.
