    College football 97, but it is almost like it is resetting any game I put in it to the original settings. Probably just get a new one from the vintage collectibles store. I have this one since 95.

Save your money.
I just loaded College Football '97 to check. This game cartridge does not have a save feature. In fact, very few Genesis games had a save feature built into the cartridge. Try playing Sonic the Hedgehog 3; this cartridge does allow the player to save his game.
Buying a new Sega Genesis will not grant you the ability to save your progress. If you wish to play this game and save your progress, emulation is your only viable option. Google search "Kega Fusion" for more information on that topic.

The 3 light RROD is caused by a multitude of things. To fix it you have to know what you are doing; if you don't, I suggest either: selling it on eBay, or taking it to a professional. Even following Youtube videos you likely won't be able to fix it unless you truly understand what you're doing.

I don't think Hang On has a DIP switch for gear shifting or speed, it sounds like you may need to calibrate or replace some of the controls. Here is a link to the owner's manual.

Did you say HDMI? I don't think there are HDMI plugs for Sega Genesis. You can plug in your Sega via composite video through RCA cables (yellow, red white) or via RF signal through coaxial cable. Check your TV's specs to make sure it can display standard definition content via composite or via RF.

You can double check to make sure your Sega Genesis is working properly by plugging it into an old-fashioned CRT (fat tube) television set.

In your case, there is only one real solution: get another controller. You will save both time and money, and you will know that you'll have a working controller. Chances are you will not ever be able to fix that problem, even with soldering.
You could start by browsing ebay:

My sega has a black screen with a grey bar running across it, i've resoldered the power and RF points, cleaned the system with rubbing alcohol any idea what i can do i want it to work so bad!
Well if its on a big screen tv it won't support it so you need a small tv then. Or it might be broken now.

With or without controller plugged in, game screen comes up but there's no music and game cannot be progressed to next scfreen.
Game cartridge terminals and the console receiver require disassembly and cleaning as per this service.
