Turn your machine upside down and give it a shake. Most likely, a small spring will fell out. The same thing happened to us and sure enough, it was the spring. This spring will give the tension you need to hold the belt on the plastic piece.

Canon ip1800 continues to display that the ink cartidges are low after changing both the colored and black ????

Have you removed any tape which may have covered the ports on the cartridges?

Before swapping the old for the new, did you clean the interfaces between the cartridges and the ports inside the printer?

These areas inside the printer can become clogged with either old ink, or with paper dust and when this happens, it sends false signals to the printer, as you are seeing now.

Try cleaning these areas and see whether your printer responds as it should when you've finished.

Good Luck,
-a.

The belt or cord that moves the ink cartridges is hanging out

You need to remove the top cover to see where it goes, there's a spring loaded pulley on one side and a motor pulley on the far other side.
