I suggest removing the toner, and visually inspecting it, make sure the sealing tab has been removed, give it a really good shake, as the toner may have settled in storage. re-insert the cartridge making sure it goes in the right way.
If you can hear a slight 'clicking' noise it's adding toner and pumping it into the developer unit, some machines take 2 minutes, some take 6..
Failing that, lift the platen cover and do a few black copies, so you force the machine to add toner.
The scanner sometimes does that. If you put a copy on the glass and keep the cover opened, does it seem to happen in time with the scanner sliding back and forth? If so, you could remove the glass and put a little oil on the rails.
You need a tech, or a new machine. The fuser is the heater section nearest the exit of machine - where they are always located. Your error message indicates a blown fuse, or lamp, or thermistor. The code can only be reset in service mode after the problem is fixed.
When the developer is the same the toner is the same. The toner drops in to the developer, thus the toner must be the same. They just package it different to be a pain!
remove the toner bottle, open the back cover and look for the small DIP Switch turn on and off, by doing this you are forcing the machine to come out from add toner condition. Then you do 20 sky shoot.
