Remove all USB attached devices like drives. You may need to roll back system with System Restore. Under Safe Mode (press F8 during boot and choose Safe Mode). Win 7 - Start > Search type System Restore. XP - Is Start > All Programs > Accessories > System Restore. Now choose a date prior to problem. You may have to try a few dates. Uninstall last program(s) that was installed, again in safe mode. To eliminate possible bad RAM. Unplug PC, open case, and remove all RAM. Test one DIMM at time, one slot at a time. Re-install Windows. Clean install works best, but all data will be lost. Lastly you may have other hardware problems. If it does another blue screen after reloading windows, especially with a clean install.

    Windows does not start

Error 257 is an error message (according to Western Digital's website of error messages) meaning that you have a hard drive problem. Also, from the sound of your re-installation problem, you most definitely have a hard drive problem. Get a new one, preferable a beefy brand-name one with at least 250GB; more if you can afford it. Installation is not too difficult, if you know your way around a PC chassis. If not, call around to local PC repair shops and ask for estimates of doing just this, nothing more. You can install XP Pro yourself back at home. You may spend a lot more money that you planned if you let them up-sell you, though. If this was a car, you just need a new engine, not a whole new car...just go into this with eyes open and you'll be OK.
