We have the color cords connected properly and there is nothing wrong with the cartridge, besides you see a generic picture when the V.Smile is on without the cartridge in. The tv has a special channel for games which we have previously used with this before something happened. When I unplug it and plug in our LeapFrog unit the sound and picture are fine. Does anyone have any idea why I wouldn't be getting any picture, but sound is fine? I don't have the receipt anymore, I wonder how hard it would be to get service on this or get a new one. What a pain!
It is most likly the problem is where you put the game in. Try using a can of air to spray in there. If that doesn't work, It would be cheaper to buy a new one then to have that one seviced. You could also spray the air into the cartridge.

picture cards face up on the table, and place a colored disk over five
of the picture cards, being sure that each player sees which picture
each disk is covering. Roll the colored die to determine which colored
disk you can lift off. But first you have to tell everyone what picture
you think is hidden beneath that disk. Then, lift the disk off of the
picture to see if you were right. If you were, you keep the picture card
and place the disk on another picture. If you were wrong, you have to
replace the disk and your turn is over. The winner is the player who has
collected the most picture cards.
This has happened to us many times. For us it was because the back cord that connects to the console, had a short in it. We wiggle the back cord a little and it works. It is a pain to do, but we do that instead of getting a new one, since we no longer have the box or receipt for it.
This is a problem with the cartridge not the console. The cartridges get dirty and then the console acts as if its broken because it can't read the cartridge. Pull the purple flap up so that you can see the inside of the cartridge and clean it with an alcohol based cleaning solution. Dry the cartridge fully before inserting it back into the console. I have done this for serveral games and they have worked again. A couple of games have just broken and refused to clean up. Hope this helps, let me know.
Make sure the power cord is plugged in and that the red/white/yellow cables are plugged properly into the TV. Also, as you plug the red/white/yellow cables into the TV, make sure you turn the TV to the right channel - it is different for every TV. For instance, the red/white/yellow on the front of my Sony is labelled Video 2 - yours might be labelled FRONT, AUX, or something else. Also, you mentioned SCART. If your TV is in Europe, and the unit you have was designed for the US, the power supply isn't going to power the unit without an additional transformer. Also, the US models might have a native color system that is incompatible with PAL. Things you can try to get the V.Smile TV Learning System to work: 1)Press the Reset – Press and hold the ON button for about 10 seconds 2)Make sure the game is inserted far enough into the system, and that it is pointing in the right direction.You may occasionally need to clean the contacts. 3)Also, make sure you are using the supplied power cord/adapter, not batteries.Batteries cause more problems than they’re worth. -Tha Mp3 Doctor
Have you tried making sure you have connected the right color cords in the back? My guess is that they are in the wrong place as that has happened to me before too. Other thing you can try is make sure your tv is on the right channel, 3,4, AUX channel, etc. If you can hear it, than the sound plug is in correctly that is for sure. Let me know if these work. I had the same problem. Power would not come on. Here's what WORKED on my system. Everytime you change the cartridge, pull the power cord out before removing the cartridge. Put in the new cartridge. plug it back in, press the reset button and then turn it on. It works 90% of the time with this procedure. When I say pull the power cord out, I mean from the system, not from the wall.
