What DOES it do? Just fill with water? Or doesn't it even do that? Do you have any lights on or flashing? Do you hear any noises when you try to run it?

There are a few possible issues to consider
1. are you using the correct detergent (as specified in the manual). the most common cause of soap suds coming out is wrong detergent.
2 .inspite of what the outcome for 1 is, you need to check if the door seal is still looking good and not cracked or rigid. should be spongy. need to replace it if not ok.
3. the most important one is that dishwasher should have a protection float at the bottom which should trigger the pump and drain water out as soon as water level goes too high. So if this device is not functional and you think water level is going up above base of dishwasher, then you need to get the float device checked.
Out of all these I am banking on 1 being the main reason for suds. I might be wrong. In which case 2 and 3 are to be investigated.

Many things could be wrong with it; is there anything else that it's doing? Blinking lights? Weird noises?
