I seem to remember this issue in their sets, might want to spend some time with the model number and search "problems" as I have seen this in one of these before---several thousand sets ago.
What I do is buy broken TV's on ebay of the model I need (very cheap) and strip for parts.
Sometimes it takes a few weeks before the model I need show up, but it usually does. If it is very urgent you should be ale to order it through any Toshiba Service center.

You now have a defective lamp ballast board. It sometimes is the root cause of lamp failures in these sets. The problem here is that Toshiba does not sell the ballast board independently from the larger, more expensive light engine assy. Call Best Buy back and get a servicer out there. He may have to take the ballast board out of your TV and send it out for rebuilding.
