You didn't say if you could see the subject in the LCD prior to taking a picture. If not, the lens isn't opening. If you can see the subject, it would probably be a defective sensor chip.
Set the shooting mode to a Creative Zone mode. Press MENU to enter the menu. Under the Setup tab, select [Live View function settings] then press SET. Select [Live View shoot] and press SET. Select [Enable] and press SET. Press MENU to exit the menu. Press SET. The image should now appear on the LCD instead of through the viewfinder.
Refer to "Live View Shooting," Chapter 5 in the manual for more details and the limitations of the LiveView mode.

This may help you, try using the Preview feature on the LCD screen. The LCD screen Preview feature was not used to take a picture in
Close-Up mode. Always use the Preview feature in Close-Up mode to
confirm focus and to frame the subject properly. If the Preview feature
is not used, the LCD will not display an accurate view of the subject.

You hit the EVF/LCD button near the "eye hole". When this is pressed it will cycle viewing through either the optical viewfinder or the LCD screen. This display is controlled independantly on each of the modes: shooting, or viewing. This is so you can set the camera to view pics before taking them from the optical viewfinder and view pics once taken from the LCD or vice-versa.
One configuration option for the F700 is to turn off the LCD when taking pictures and use the view finder-- this saves battery power. Press UP ARROW to select the SETUP option. Press MENU/OK. You should see the SET-UP screen. Use the UP/DOWN Arrows to navigate the options; use the LEFT/RIGHT Arrows to cycle through the options. The IMAGE DISP and the LCD options control when the LCD is powered on.
