I have a Sony 4.1 MegaPixel MPEGMovie VX DSC - S80
When I push the power button the lens comes out but the camera turns off. If I turn the dial to show what pictures are on the memory card it will show them?? How can I get the camera to turn on when powering up.

Being a mobile electronics device, cameras get bounced around alot and can fail suddenly from wear and tear.
The only thing I'd suggest is to try replacing the battery with a new one. When these batteries fail from use, they won't hold enough charge to power the device. If the battery is more than 3 or 4 years old, there's a good chance this is the case.
Other than that, if the camera has a separate wall charger to charge the battery in, that could be an issue too. If you've tried the battery replacement and the problem persists, it's time for a new camera.
I had the same problem with my Sony DSC-W150 camera. It turned out to have an easy fix. At the same time, press the power button and depress the shutter button halfway (the one you snap to take pics) as if you were trying to engage the autofocus without pressing the button down entirely. The lens will attempt to autofucus, which in my case was enough extra power to dislodge whatever debris/sand had clogged the lens. Hope this works for you!
Something sticking in the lens unit, it seems. This will have to be checked by a repair man, but the cost may be more than what it is worth. The only thing I can think of at the moment is to use the zoom a lot with out taking pictures, and possibly it could loosen up.
Whenever you switch on the camera the lense comes out to a certain places, stops and the camera is initialized to take the picture. In some cases when there is a friction in the movement of the lense, it does not comes out fully up to the proper position. so the camera mechanism draws it back and again pushes it out. this happens 3-4 times and if still the lense does not reaches its position it displays "turn the power off and on again" and the problem continues.
Your camera has problem in Lens mechanism. If Lens doesn't open properly, camera will not show picture at all. There would be Loading Motor section demaged in Lens mechanism and it needs to be replaced to work camera OK.
Now come to blue screen in playback mode, This model doesn't have internal memory, so you need memory stick/ card to see previously taken pictures.
I found an online manual for your camera. Page 84 talks about the USB Mode Normal with the 4 dots underneath. It also show a troubleshooting area for this and it is on page 96.
