Disabling authentication is required.
Under Tools
Account Settings
Account (Double clicking on each email account)
More Settings
Outgoing Server Tab,
uncheck “My outgoing server (SMTP) requires authentication”
Is it working earlier?
Have you check the account setting from which receiving /sending email.
Is there any error?
Could you please perform the following steps in order to bring Outlook back to normal work.

3. Select the account you want to modify and click "Change".
4. In the next screen, click "Remember password" in the "Logon Information" section in the lower left corner.
5. Then click "Next" or "OK" as necessary to confirm.

Best of Luck & Regards

HI,
Under each Outlook email account, remove normal SMTP setting of
smtp.domain.com (your SMTP will be different and is based on your own
domain name). For Outlook 2007 under Windows Vista, when using your
ISP’s SMTP, an additional step of disabling authentication is required.
Under Tools >> Account Settings >> Account (Double
clicking on each email account) >> More Settings >>
Outgoing Server Tab, uncheck “My outgoing server (SMTP) requires
authentication”
Let me know the result.
