Hmmm... It seems that did something wrong. I think you may be by mistake change Service Center number which is locating at Text Message setting. You can see it and if anyone have same connection which one you have then go to his service center number write the same number at yours setting. If it is not possible for you or this thing not solve your problem then call your customer care center they will guild you. Because the scenario which you describe there is only two possible reasons.. 1. change of service center number. 2. block sms facility from your service provider.
Try checking the SMSC (Message Center Number) number configured on your phone. If the Message Centre number is not configured or wrong then you will not be able to send..but you can receive.
Check... is there any setting called Inbox Setup in Message menu, then Text msg Setup -> Use GPRS -> NO
