EMachines T3828 won't turn on. Any way to determine whether problem is power supply? thx!

Had the same problem and ended up replacing the PSU. Try re-seating the memory and video card first but if your not getting any power on beep codes then it is likely that the PSU and possibly the motherboard have failed (google emachines power supply failure).
Try a new PSU, it worked for me and was a fairly cheap fix if nothing else works.

I have an emachine model 3220. The bestec atx power supply has a part rattling round in it. Is it worth me buying a new power supply and if so other than bestec (as I have read bad reports on this item)...

When you say you have no power at all to your computer, have you checked the motherboard to see if you have a green light that comes on? You have to take the cover off and look at the motherboard. If the light does come on, it isn't your power supply. It is the motherboard. Good luck!

Intel emachine t3828

Geeze, after working on hardware for 27 years i love the short circut dummie. Anyway yes, it's the motherboard / yes the green light will still come on on that model and quite a few other models. Dont worry about repairing / i.e. removing components on the motherboard, it's a fruitless endevor but a great way to waste time. A motherboard for that model will cost about 100-150 bucks / easy replacement. It's actually rare for both the power supply and mother board to go out on a tower/mini tower type system. Older laptops had that type of prob. Those emachines were **** for the mostet part. On the other hand Gateway has really gone up in quality and i have been quite impressed with them in the last few years...
