My Nutone GA585 garage door opener does not work right after a power outage. It will not stop opening and when closes it reopens. How do I reprogram it or should I replace it? It uses a worm drive.

This is not a sensor issue, I have a similar problem, sensors work fine, garage door is still fully functional, all operations, including safety sensors work properly, just the overhead lights flash. I suspect there was damage to the power board due to a power surge, going to order a replacement to see if it works, will let you know how it goes.
make sure the sensors are properly aligned. disconnect the opener with the saftey release and operate the door manually. be sure the door opens and closes reasonably easy by hand. If not, check for binding or broken springs or torsion springs
IF THE OPENER IS IN THE OPEN POSITION THERE IS NOTHING TO LOCK IT IN THE CLOSED POSITION.
YOU CAN UNPLUG THE UNIT AND PLACE A VICE GRIP ABOVE A ROLLER ON THE TRACK. THIS WILL SECURE THE DOOR UNTIL POWER COMES BACK ON - DO NOT LEAVE THE UNIT PLUGGED IN - IT COULD BE DAMAGED BY A POWER SURGE WHEN THE POWER COMES BACK ON (ALL ELECTRONICS IN THE HOUSE SHOULD BE UNPLUGGED) ALSO IF YOU FORGET AND PUSH THE BUTTON THE VICE GRIP WOULD CAUSE THE DOOR TO COME OUT OF THE TRACK, MAKING YOUR CURRENT ISSUE SEEM SMALL.
On the side of your opener you will find the down limit control. Using a small screwdriver turn this control in the opposite direction of the arrow printed on the cover. May take some tweaking to get it just right.
You need to do is shade the eyes some how for th door to work. What I did was remove them and put them up by the opener so the sun does not get to them.
