You'll probably have to check the SMTP server settings instead of the POP3 since the POP3 server is for incoming e-mail and the SMTP server is for outgoing mails. There are also SMTP servers that requires authentication so you'll have to provide the username and password for you to be able to send out e-mails.

You have to go into the settings and set the correct POP3 outbox settigns. You should be ablet to get the address from the email provider. On there site seach "POP3 outbox address"

Which version of Outlook am I using?
There are a number of versions of Microsoft Outlook available. These instructions provide a step by step guide to setting up Outlook 2003, however if you use a different version, the instructions can be adapted using the settings section.
If you're unsure which version of Outlook you are using, click on Help and select About Microsoft Office Outlook.
open the Outlook 2003 options panel
From Outlook 2003, click on the Tools menu and select Options.
Tip: If you are unable to see Options click on the double arrow at the bottom to expand the list.
set up an email account
Choose the option POP3 and click on Next
from the 'Email Settings' field, enter the information below:
Internet email receive a message with the subject 'Microsoft Office Outlook Test Message' from yourself, demonstrating that you are now able to send and receive emails using Outlook 2003.

What OS are you on, XP or vista?
What version of Outlook Express?
Can you still connect to the internet with a browser?
It sounds like you might have a corrupted user profile.
