Depends on your computers sleep settings. If it sends the computer to sleep you ussually have to hit the power button to get it to come back on.

Define hibernation & stand by

Hibernation: The computer saves all data currently in memory and all open programs just as they are. It freezes everything in a way. All the saved programs and data are written to the hard drive for storage. That way the computer can sit for a long time without drawing power to keep the open programs and data saved. However, it will take a longer time to wake up the computer.

Standby: The computer does not save open programs and data to the hard drive. Instead it keeps everything open and simply goes into a super lower power state. The memory receives a constant stream of minor power so that it can keep the programs and data in memory until the computer is woken back up. The computer will wake up much quicker but will draw power slowly as it sits in Standby mode.

Yes, you need to go into the BIOS at boot time. Look for a set of "Wake on" settings (LAN,Modem, Keyboard etc). Probably under either Chipset or Integrated peripherals.

My logitech wireless is on standby. Help. How do I resume?

There should be a connection button on the bottom of the keyboard. Try pushing that and see if that works.

When I put the computer to "sleep" it decides to come back on by itself. This happens frequently, but not all the time. What could be causing it to do this? Also, if I shut the computer down,...

Sleep on Vista is a combination of Standby and Hibernate. First it will go into Standby and then later if a laptop it will go into Hibernate. Any movement of mouse or keyboard may cause it to wake up.
Some computers will wake on Lan. If you have ethernet connected this may be the cause. You can turn this off by using Device Manager - Hardware - Select ethernet adapter - driver - Advanced - look for Wake on Lan and Pattern Matching and disable this.
ALso check your BIOS settings and disable all Wake on XXX settings.

See if something is blocking the range between the mouse at the transmitter. You can test it out by moving the mouse closer to the usb transmitter/receiver.
