4 to 6 hours is usually more than enough but you'd probably want to charge it longer. It doesn't matter much if you charge it longer since it doesn't get over-charged because it has it's own device that allows it to only take in what it needs.

If the scanner won't reset the codeand disconnecting the Negative battery terminal doesn't rest the code the computer is damaged and you will need to find another used one that will work in the vehicle or contact the dealer for a new one and get it programmed. Even used these are expensive and hard to find. Having had to replace one myself once I know the cost involved and how difficult it is to find a good used one.

Monitor gets no signal

yes. it is almost positively the video card.
you can get a PCI video card and install that in an open slot.
if you don't need to play games, you don't need a fancy one, just a basic card.

Re: Notepad format HDD

You can use any disk as long as you own the license code. Do you know the type of virus and it's name. I could possibly help with a removal tool or advice if I know more.

If it is soldered, that's a hassle. You can make sure the wire is stripped and use duct or electrical tape to make contact with the "+" side of the battery.
