Well, if you cannot open one of windows components that means there is something corrupt with this component.

so you have two things to do

first download dial a fix from here
now you can run this program trying to fix as much as possible issues with the windows.

second you can do these steps (but requires the windows CD).
click on start
click run
type CMD and click ok
you will have a black window now and a cursor blinking
type in there: sfc /scannow
hit enter and there will be a scan that scan will fix any issues in the windows files.

i hope that would be helpful

and in case if u need any further help please let me know

cheers

Hi,
a 6ya expert can help you resolve that issue over the phone in a minute or two.
best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.

XP Home Security 2011 Removal Tool:

This will occurs when the Computer did not shut down properly or restart automatically or a dual Operating System installed in the Computer.
