Stupid question but have you tried cleaning the buttons? The buttons may not be touch sensitive, they maybe electrostatic (same as most smartphone screens where they need something that conducts electricity like a finger to work) and that they are not making good conductivity. Its just an idea thats all.
I believe you are trying to say that your touch screen isn't working. Your touch screen is probably locked. Its similar to a button hold lock, when this is activated, you can't press any buttons do anything unless you unlock it. To unlock the touch screen, press the ON/OFF button (don't hold the button for a long period of time. A message will appear on your screen asking for your conformation (approval) to perform the task. If that doesn't work, tap the TOOLS option, then select SETTINGS, and choose SCREEN. Once you've done that, choose the "Touch Screen Calibration" button and follow on-screen instructions given. If the second solution doesn't work, the "Touch Screen Calibration" option can be forced by using a feature called 'System Recovery'. To do a system recovery, Press and hold the Power button, then the Volume + button as soon as possible until you see a white screen, as system recovery is beginning. While this is happening, you will not be able to use the touchscreen to navigate between items. In order to navigate between items, you will have to use the Volume + & Volume - buttons and use the Power button to validate your selected task. The system recovery feature gives you a lot of options. Select the "Touch Screen Calibration" option and follow on-screen instructions given. I hope this activates your touch screen again.

If that doesn't work, turn off iPod touch and turn it on again. Press and hold the Sleep/Wake button on top of iPod touch for a few seconds until a red slider appears, and then drag the slider. Then press and hold the Sleep/Wake button until the Apple logo appears.
