The lens barrel stuck up or mechanical gears problem this is repairable .

You take the camera to local service man to repair .

You can also repair but at times you may damage . So take to repair shop.

Turns off right after startup chime lens does not retract

This can happen when you use a battery that is almost without charge. Please remove the battery and charge it, before placing it back. Then be careful not to touch the lens, till the camera has a chance to retract it.
After you place the battery the lens should retract.
If the battery is really charged. You should not think it is charged, because you had it on the charger till the light indicated battery full.
There is also a chance you stopped the lens while it was coming out. A sensor detected this. To avoid damage to the lens construction, the camera switched off automatically. Also remove the battery and after a few seconds replace the battery and switch on the camera. Careful you don't touch the lens again.
