I assume this is a BIOS password, and not some third-party application, such as Acronis Disk Director or some such...if this is the case, you will need to reset the BIOS password by disassembling the laptop and either flipping a switch that returns to its' original position on its' own, or by removing and replacing a jumper on the motherboard.
I cannot tell you anything specific about this procedure without knowing the make and model number of the laptop. Removing the BIOS battery, unless the laptop is very old (we're talking 80286-386 here) will not work.

It keeps asking for current password i dont know it

You can remove or change the Window's User or administrator's password and privileges. You need access to a computer with Internet access to download the Hiren's Boot CD and burn it onto a CD. Then insert this CD into the laptop/computer and boot up the laptop/computer with the Hiren's CD and follow the instructions. There are very useful utilities CD and it a Linux boot CD which contains quite a lot of Utility programs including a password removal program. Click on one of these links to download HIREN'S BOOTCD :- http://www.hirensbootcd.net/ http://67.20.82.163/

Need to restore laptop to factory settings but i hit F8 and repair window but sends me to other user and asks for username and password but i dont have that plus i can not access the laptop to restore...

go to repair my computer at advance boot option(press F8 at startup).
first screen ask you the language select us.
next screen ask you about the username password.
if you dont use any password leave it blank.
after this you will see different options you can try any of them.
system image recovery will take your computer to factory default settings.

Use a bootable cd. do the format from that menu. alternatively, use third party bootable softwares to format the hdd.

I dont know the adminastration password

If you are lucky, the system is running Windows XP home edition. Boot to the Safe mode (F8) at boot, and see if you have an option for an ADMINISTRATOR account if there is, the password should be blank. Then you can boot to that account, and reset the password on your account.

Here is a link to more information on dealing with a forgotten password.

TOSHIBA

your motherboard's configurations is set to ask for password as soon as booting
try using the password Toshiba ( with capital T ) or toshiba ( small t ) .. normally that's the backdoor password for Toshiba laptops .. if either don't work .. try to hold the left Shift key as soon as you boot the pc .. this also can be a solution to bypass the password.. if none is working let me know :)
