Question about Toshiba PC Laptops
I assume this is a BIOS password, and not some third-party application, such as Acronis Disk Director or some such...if this is the case, you will need to reset the BIOS password by disassembling the laptop and either flipping a switch that returns to its' original position on its' own, or by removing and replacing a jumper on the motherboard.
I cannot tell you anything specific about this procedure without knowing the make and model number of the laptop. Removing the BIOS battery, unless the laptop is very old (we're talking 80286-386 here) will not work.
