Starting a Regency fireplace: gas

Starting a Regency fireplace: gas is on, I turn the dial to pilot. I am suppose to push the dial in, spark the themocouple and hold it for 30 seconds. My problem is that the dial doesnt push in. The only place the dial pushes in is when it is in the off position...why not in the pilot position?

Can you spark it and does it light in the "off "position? Try it and see if when the pilot stays on, you turn it to pilot and the burner ignites.
