A week ago it was alittle slow but fine, right now its showing the blue screen, 30 min ago it would start the start up procedure then would say restarting windows, how do i get into setup for starters
Its plugged in, power light in front is lit up and the battery light is flashing on and off. A week ago it was missing video drivers and a few others, connected to toshiba to download drivers but i dont know what happened, i had to leave. ill explain more as we go, im sure you have as many questions as i do.

The BSOD (blue screen of death) is not a good sign on a week old laptop. If you have tried a full recovery on the machine and it still shows a BSOD then i suggest that you send it in for repair as it will be covered by the manufacturers warranty.
something is going wrong with your softare/ run a virus scan and if it still has problems and you are running xp or vista try doing a system restore to about a date of a week before you started having this problem. last resort is to do a full reload of the OS.
Connect it to another screen using the vga connection, which is the blue connector on the laptop. If it comes up the same it could be your video card. If it is fine on the other screen then it is your LCD, which might cost you around 400$
When booting your computer press (F8) And go to "Safe Mode" then when you are on your acount go to: Start>Run>type "msconfig" then go to "startup" And disable All then click apply and close then restart. Hope this helps you.
