Click Start >Run (or press Windows Key+R) to open run command line ..type in services.msc and click OK ..
Locate Protexis Licensing V2 service on the list...and right click it ..select properties..
Make sure the startup type is set to Automatic ...click Stop then 'Start to restTrying to install WordPerfect Office - jackpot00_245.jpg.
Click Apply ,OK.Next try to install WordPerfect Office X5 program.

Even though not mentioned above, I'm assuming that you are running a recent version of Microsoft Windows such as XP, Vista or 7. This will be a three (3) phase solution. It is imperative that each step be followed in order.
First Step: Let's make certain that your operating system is ready to accept your software. Bugs. glitches, and viruses may have disturbed the spooling process. Click on the following link and Microsoft will analyze your system and correct any deficiencies. Microsoft Fixit Site
Second Step:
Make certain that your old version of WordPerfect is up-to-date. I understand that you're upgrading but the installer wants you to uninstall the earlier version from a temp file.
Updates are regularly posted on the manufacturer's site to fix issues you encountered while attempting to use their device. I have no idea what version you are upgrading but I can get you to the update sight and you can insert the pertinent data. Click here for the WP update website

Third Step.
If you downloaded the software upgrade for your older version of WP, have Corel send you a CD, The problem with downloading a complex program is the constant danger dropping packets. Or, in the alternative, if you did download the software, request another download.
Now start your installation. Try an installation in Safe Mode. That will ensure minimum interference for other programs, utilities, etc, If WP won't permit an installation in Safe Mode, make certain that you are not running any other programs and that includes browsers.
If you follow those three steps, you should have a clean installation.

Please find the solution to your problem as follows :-
What you need to do , is log in as an administrator from the administrator account of any other account which has administrator privileges , and not just 'user' privileges.
Once you do that , you will have to run setup again and then you will find that you won't get this error in setup again.
However I would recommend you to delete any files that have been installed already and then start afresh with a new installation.

The fact that you are not seeing PSIService.exe listed in Task
Manager does not mean the service is not on your computer. Go to Start ' Run and
type services.msc
This will bring up all the services that are available on the system.
Look for ProtexisLicensing. Right-click on it and select Properties. On the
General tab, the service status will probably say Starting. This is bad. Change
the startup type from Automatic to Manual and click OK. When you reboot, you
should be able to install.
