You have two choices:
Convert your windows 98 cd into many boot floppies. Then install from floppy. There is a utility on the CD (although I can't remember its name. I think it's something like makedisk.exe) that when ran will prompt you for many floppies.
You can remove the hard drive drive from the laptop, and insert it into another desktop computer. You'll need a small adapter to do this, like the one found here:

Windows system 32 file is part of the operating system and when it is corrupted, you cannot boot up your computer. I suggest if you had a systems back files, use it to recover the missing file. Just load the back up disk CD/DVD into the CDROM, boot up your computer and run it to CDROM and option will display and choose the repair.
If don't have the systems back up disk. Only solution is to reinstall or repair your operating system.
For reinstalling and repairing, insert the OS installer CD in your CDROM and boot up your computer and run the repair or reinstallation process. Follow the procedure.
Best thing to do is,try to get a Windows 98 cd from a friend who has some computer skills and ask them to temporarily put in a cdrom drive in order to begin the process of repair.You will also need them to hook up a floppy drive in your computer,as you will need the floppy disk,containing the files to load the cdrom drivers and setup files to do the repairs to your windows 98 operating system....if not,you may need to upgrade to windows xp or Vista.Good luck:)
Tricky one, ive you have a external usb cdrom drive , maybe, or if you can take hardrive out and set it up on another laptop install your xp and also place copy of all drivers required onto it, then put back into the toshiba., dont know what else could help you here. hope this helps in some way.
get a win 98 boot disk. get to the bios and enable floppy drive or usb floppy boot first. insert disk and turn on the computer you should get a menu screen select start with out cdrom support when you get a command prompt type FDISK MBR. this will repair your master boot record remove disk and reboot. or the hard drive is not plugged in or you may need to reinstall the OS again. if you reinstall the OS be sur to get the info off of your drive before you do it. it will erase existing info and make it really hard to recove that data.
ok first your gona wana disable that ios password cuz wat that does is it locks some stuff up tht are critical to the system and then go in to your boot seequence and selct first boot device as floppy then 2 cd 3 hard drive and screw the rest then it should work
If you could go to Avira and download there rescue disk on the flash drive, plug in the flash drive while the lap is off and start it with flash in.
Then you can run the rescue in dos( dos is before windows starts) You said you could not because of windows, this rescue will scan the entire hard drive, and if you have something like a rootkit, virus, trojan, Avira will kill it. Avira is the second best anti-virus software on the planet.
Tap f8 when you lap starts to bring up the boot menu, and pray that the flash drive is listed.
That error message means. You must have tried to boot up to a floppy diskette. Option if you have a cdrom in notebook & a real Win XP CD. Put the win xp cd in the cdrom drive. Start the Pc laptop & press the F8 key every two seconds. Windows will display a boot up option menue. Choose the cdrom. Win XP will start the installation.
