Question about Gigabyte GA-8IPE1000-G (MBGA81PE1000G) Motherboard
Normally if the motherboard doesn't recognize the memory or lacks a memory, it would signal you long beeps. Normally, if a motherboard cannot operate at the specification of the memory module, it would try to operate it at a lower rate if the memory supports it. What is the brand/model of your motherboard? How about the brand/model of your memory? Mostly, memories can operate at its specification speed and below. Rarely does it say that it can only operate at 400. You can try dusting the socket of the motherboard and reseat it again. It could be just the dust on the way of the memory

Some motherboards require identical RAMs to be installed on them but some doesn't this could be causing the problem in your case. At the very least, try to re-seat the RAM and hopefully it works. In addition, also check the motherboard's RAM compatibility requirements to see if it does support 400mhz
