This will depend on what sort of stem you have. Most mountain bikes these days use a clamping style stem that simply grips the steerer tube on the fork. Some will have limited adjustment in that they may have a stack of 2 or 3 spacers that you can place either over the stem or below the stem. This does not give much adjustment. and might be a good option for this bike.

Hi, 27.2mm is a standard size for a seatpost, popular sizes includes 30.9mm om newer mountain bikes and 31.6mm on older since it stadardized to some extent. There are still many other odd sizes out there on mostly older bikes.

If you can, get a seatpost that is 27.2mm that fits directly into your frame, with no shim if possible. that will only add weight and creaks.

Also keep in mind that the length is important when you specify a seatpost. You can use websites like this to see what is possible/available before you order:

You will also have to consider if you need some setback, if the seat clamp is directly on the post, it is called a zero setback post like this:

Getting Riser Bars or simply flipping the stem over or getting one with a different rise and reach might give you the added height you need. If you LIKE the handlebars, the stem is the best option as most new ones come with front loaders (detachable front caps) that allow replacement without stripping components off one side of the handlebar. In minutes a Bicycle Shop could swap any number of them onto your bike for you to try.

No, but a bike shop can assist you in selecting and fitting a stem with a higher rise.

Be careful, the stem must be inserted at least 3" or to the safety line, or it will snap off. You have to have a metric allen wrench. Like I say, and I cannot stress it more, do not raise beyond the safety line on stem, buy a longer stem, if you want it higher than that. If, the bike is too small, buy a bike that fits you from a shop who specializes in sizing.
