My mother bought a Relisys Dimera 3500 Digital camera from an individual but there is no CD-ROM included. I saw someone post on your website to "try their (company's) website for a free download", but they did not give the website we should try. Do you have any suggestions? Thank you.

No. In fact, downloading from this camera will be a real challenge. It is designed to download over an RS232 serial port using a special cable. Have you got the cable? There is a website that has specs for the cable and driver download if you are technically inclined: Relisys Dimera 3500
If it were me, I would simply remove the memory card an read it in a universal card reader.
Here is a link to Fuji's product support site for your camera. If I understand your question then it looks like the program you need is third down the list.
