Follow the hoses to the heater core/firewall. When up to temp, both lines should hot, about the same temp. To hot to keep your hand on for to long. If one is a lot cooler, it's the heater core. After that I would check the controller or the blend door actuator.

need to check or replaced the temperature thermostat and sensor.
remove the thermostat and see if it still does the same. if it does, then you have a blown head gasket or a cracked head. if the temperature stays low without a thermostat and it does not throw coolant out then replace the thermostat with a new one.
Please tell your Mom not to buy this car. These vehicles are poorly designed, and are prone to frequent failures. A Toyota RAV4 or a Honda CR-V would be a far better choice.
sounds to me like they have removed your thermostat as this is a real good indicatiopn of that. if you dont have one in the temp of your water stays really low as it is always moving unlike when thermostatically controlled where heat opens the valve. either way the car should be fine but will need it replacing if you live realy warm climate.
