Press the mute/program button, then press the caller ID-volume button
to select handset setup. Next press caller ID-volume until you get to
Default settings. Use the caller ID-volume button to select 1yes. This
will return the phone to the factory settings and for took care of the
blinking blue light, however you will loose any custom setting or
numbers you entered.
I have the same problem, and can not get any help from anyone. The phone company came out and checked all lines, inside and outside of the house, without any success. When I put ane phone in the office, I ended up cutting a couple of peices of black electrical tape and covered them up. It has not fix the problem, but it does allow me to sleep at night. Like you say though GE is no help, and neither is Walmart, where I purchased them.

Message Waiting Indicator Your phone's message waiting indicator is either a light or special tone that alerts you when you have voice mail.
Occasionally, the message waiting indicator may be out of sync with your mailbox. In that case, the indicator light or tone is ON but there are no messages waiting, or the indicator light or tone is OFF when there are new messages waiting.
To get the message indicator back in sync
Save or delete all new messages
If the message indicator does not go out or stop within a few minutes, there may be a problem, and you should contact Verizon.
If the message indicator does go out or stop, call your own number and leave a message
Hang up and wait
If the indicator light or tone does not come on within a few minutes, there may be a problem, and you should contact the vender.
Pressing the Voice Mail button only checks messages on the FIRST LINE. The Message Waiting Indicator (MWI) lights of all lines. Check the icon next to your other line buttons. One should be an envelope. Press that Line Button, THEN press the Voice Mail button.
The flashing message light may be telling you there is voice mail on your telephone line. If you have "home voice mail" or whatever your phone service provider calls their service, you're told of new message by a stutter dialtone. That is, when you pick up your phone to make a call, you hear two or three brief bursts of dialtone before it goes steady. Many new phone systems start flashing their message light when there are waiting messages so that you'll know about them if you don't pick up your phone. Follow whatever procedure your provider gives (usually you call a local access number) to pick up your messages, and that light should quit blinking.
This can usually be fixed by calling the phone number that the voice mail indicator light is flashing on from a different phone number. Leave a voice mail message and then go into the voice mail and delete the message that you just left. The indicator light should then go out.
That is the message waiting indicator, it is telling you that your Call Notes (Or whatever your service provider calls it's voicemail) has a message waiting. If you do not have a message waiting, you can turn the light of by following these steps:
Resetting the voice message waiting indicator
When you receive a new voice mail message, the new message LED on the top of the handset flashes and
appears in the handset display. In the event your message waiting light gets out of sync with your phone company’s
voice messaging system, you can manually reset it back to the “No messages waiting” state.
Press and hold FIND on the base for five seconds.
Note: The handsets connected to the base will start to beep, however, keep pressing for five seconds.
A beep sounds and the message alert tone is reset.
I resolved the problem but I'm not 100% sure of how I did it. If it happens again I'll try it again. I left the answering machine OFF so the Voice Mail would take any messages. A friend phoned and left a message in the VOICE MAIL, I knew this because of the broken dial tone when I went to make a call. When I erased his message the 'New Voice Message' displayed on the handset disappeared. I figure a previous caller hung up just after the voice mail picked up. It was not long enough so it did not register in the voice mail but somehow registered on the GE phone. Since there wasn't anything registered in the VOICE MAIL to erase the message was 'stuck' on the handset display. As soon as there was a message registered in the VOICE MAIL that could be erased it also cleared the message on the handset.
As i mentioned, if it happens again I'll try it to see if it works, until then I am not going to tempt fate.

I need more information. Your phone can be connected to one of many different Toshiba phone systems and you can also have different voice mail systems. I'm assuming you are talking about voice mail messages.
Can you verify that this is happening only on your phone? If you swap phones with another station does the light start to work? It's rare, but the light itself may be the problem.
Does this same thing happen to anyone else? Is the voice mail not turning on any message waiting lights? or is it working for others?
Not knowing all the details, you could try emptying all messages including saved messages. Then try to leave yourself a test message.
If you know how, you could have your mailbox deleted and re-created. This would need administrative rights to voice mail programming.
Most voice mails have an option to activate the MSG light or not when a new message arrives. Your's could have been turned off by mistake or glitch.
I called support - took forever to get through
Told to unplug phone line, batteries, and AC, then wait 15 minutes.
Then reintall in order of batteries, then AC, then phone.
But once the AC gets plugged in, the light starts blinking again.
