You just need a reset CD, with which, you can empty all your password without log on.

As far as I know, windows password unlocker(http://www.passwordunlocker.com) is capable of reset windows password by creating a reset CD, After you have downloaded Widows password unlocker, it contains a .ISO file, you need to burn the .ISO file onto a blank CD. Well, with this CD, you can reset your password. Besides, this CD is multiple used.

Forgetting your Windows administrator login password. With no way to get into the system, you can’t even perform basic maintenance, let alone a thorough tune-up. Formatting is always an option, but we consider that a last resort. (Plus, guess who’s going to have to help reinstall all the programs lost after a wipe?) But all hope is not lost. There are a few ways to actually retrieve a lost Windows account password. Read on, and we’ll show you the light.

1st Method:
The first thing which you check if you forget login password. When we install Windows, it automatically creates an account "Administrator" and sets its password to blank. So if you have forget your user account password then try this:
Start system and when you see Windows Welcome screen / Login screen, press ctrl+alt+del keys twice and it'll show Classic Login box. Now type "Administrator" (without quotes) in Username and leave Password field blank. Now press Enter and you should be able to log in Windows.
Now you can reset your account password from "Control Panel -> User Accounts".
Same thing can be done using Safe Mode. In Safe Mode Windows will show this in-built Administrator account in Login screen.

2th Method:
There are a lot of Windows password revealers and crackers available, but we’ve found that Windows Password Recovery Tool is the most effective.:
Windows Password Recovery Tool is one of the easiest password recovery tools to use. It allows you to reset a user account password, including the Administrator password. It is also a relatively small download.

Unless you've made a password recovery disk you may have no choice but to reinstall windows.

Or use a password recovery program.

I got a laptop with a password in the BIOS. The owner had forgotten the password and wanted me to fix it. It is a Toshiba pslv6u-00j001

What is the question? Can you bypass the password? Normally No. You must take the laptop to a Toshiba Service Center to have the password removed or overridden. You may have to pay for the service if the laptop is out of warranty.

I have forgotten bios password of my pc (Toshiba

The BIOS password is removed by the BIOS configuration, you need the BIOS password to get into the BIOS configuration. But if you do not have the BIOS password then you need to construct this dongle device.
TOSHIBA BIOS PASSWORD DONGLE
You can build a dongle that plugs into the printer port. Purchase a 25 pin male D sub connector and solder insulated wires to the various pins as listed below. The pins are numbered on the connector
http://www.tilman.de/sonstiges/toshiba/dongle1.jpg this is a picture of the finished dongle

Wire the pins as follows :- 1-5-10, 2-11, 3-17, 4-12, 6-16, 7-13, 8-14, 9-15
Plug the finished dongle in the printer port and power up the laptop. The password will be reset, go into the BIOS configuration to check the BIOS password, you may have to disable the BIOS password.
