type of virus, have a good anti virus to check whether it can be removed or not. I recommend to use avast or eset nod32. If your computer running badly, do a backup on your system in safe mode and then do a full format of your pc and start fresh using your product key with yr operating system.

How to remove the cover of the lcd

I advise against this!
Read the embedded warning label on the rear of the monitor.
"Warning, there are no user serviceable parts, etc."

Inside that monitor are Electrolytic Capacitors. These 'Caps' are designed to slowly build up a certain charge of electricity, then release it all at once.
They can hold a charge for weeks, months, sometimes up to a year!

Should your finger/s complete a circuit, for the two terminal ends on the bottom of the capacitor, or should your finger/s complete a circuit that the capacitor is in, you could receive a bad shock to a lethal one!

The capacitors must be Properly discharged, before working in the inside of these units.

[I would rather get a bad rating from you, then live with myself for not warning you about your safety]

How to reboot dell E173FP??

I assume you mean like a factory reset? Most Dells have a recovery partition, press the appropriate key when starting your computer (when the text goes across the black screen), it's usually F12. This should take you into 'recovery mode'. Then follow the prompts.

AL1917W LCD Monitor Images start to go grainy then break up especially with text.

Appears to have been a virus, a variant on the win32 issue. What is troubling is that it was only caught by NOD32 on system startup. However the problem is solved.

Computer is showing fatal error

That fatal error warning message is not coming from your operating system - it is coming from a virus. Do not follow whatever instructions boxes like that may tell you until after the following process.

Turn on your machine's firewall and tick NO EXCEPTIONS. Download an anti-virus product like AVG from Install it, update it until it says it has all updates, and then do a complete scan of your machine removing viruses.

Navigate to WINDOWS UPDATE on your start bar and allow it to install all updates it can, even optional ones.

Go to ADD REMOVE PROGRAMS from CONTROL PANEL and remove all security software besides the anti-virus you just installed, since this software has failed and is now unreliable.

Good luck...
