You have a convergence problem.  Here are some of the most common symptoms.
Screen looks 3D
One or more colors can't be adjusted when when using the convergence menu.
Screen is bowed in but stationary.
You need to replace the convergence chips and convergence resistors.  Check the site They have put together a kit for your exact model. The kit inlcludes a photo instruction guide, original Sanyo STK chips, convergence resistors,  etc. Everything you need to fix it yourself.

How do I replace the red high voltage wire going to the back of the tube? Without getting the heck knocked out of me by capacitor lol..

The B+ voltage can be replaced by unpluggin the television for at least 24 hours before beginning the work on the tv. This allows the charge to dissipate.

Hope this helps :)

I have a toshiba 61h70. the tv had been shutting down after and few minutes and the red bulb was flashing also. I replaced the IC Chips and it resolved the flashing and shutting down issue. the green and...

You need to look with a meter at the resistors around the chips, they are usually gray in color with bands that denote value--a good guess is one or more were taken out by the chips--in these sets they will look fine---typical is 1.8 ohm (brown, gray, black bands).

At least one is open (bad--no reading across--like checking a fuse) and there will be several with identical color bands on them.

Let me know if I can help.

Which pico? Its possible you have a convergence chip failure that is causing it to blow.

Problem #1) Convergence

Problem #2 CRT Fluid has clouded over. Symtoms

Me again TV is driving me crazy....

Ok let see what we can do. These rca can be trouble. Im a technician and i see these alot. I guess that a good recomendation for these set LOL. First question. I take it you had the FL231 fuse problem... YOu replaced the fuse did you do the most important step. RESOLDER the flyback connections. i beleve that is step 7 in the instruction. this is the main reson this fuse blows. i have run into only one other case ...out of the hundreds of fuses i have replaced where the small signal cuircit board cause it to blow. but like i said very rare. i used to just put that fuse in and not resolder... it would come back to me within a day. LEt me know what happens
