Start by disconnecting the washer from the cold water hookup, and screw a garden hose to the cold water pipe, running the garden hose to the outside. Then, turn on the faucet to the cold water, and see how it flows out the hose.If it is good, your problem in inside the machine.
You will need to dismantle the washer and inspect the cold water inlet to see if it is plugged up. Sounds like it is. "Sears Parts" online will show you a parts schematic for your machine by model number. They will also show you a parts list. " e-bay" offers new and used washer parts.
